Resolving Nomad peer election issues
There can be multiple reasons why an elected master is disqualified from elections and therefore unable to provide content to a requesting client, for example different Nomad registry settings on client and master, or network issues (such as the client firewall not being configured correctly).
Things to check
As part of your troubleshooting process, you can:
Ensure the version of Nomad running is same on all peers.
Ensure the Nomad client settings are correctly matched – for example if you have configured the registry SpecialNetShare to hide the Nomad Share, make sure other clients use the same settings, otherwise the clients won't be able to do a P2P download successfully. Ensure your OSD Task Sequences have the same settings, such as the Install and Configure Nomad in WinPE step.
Ensure client firewalls are configured correctly. Even though Nomad self-configures the Windows Firewall, you may have Group Policy settings that override the local settings. If you have another firewall installed, such as McAfee HIPS or Symantec Endpoint Protection, you will need to configure those settings for Nomad.Check network access, refer to the relevant online help for further information.

Check if the peer downloading content from an elected master has disqualified the master because there is no download progress after multiple retries.
Remediation
A master that is disqualified for a package remains in the disqualified state for an hour and does not respond to election requests for that package. If any peer holds an election after an hour, the disqualified master participates in the election.
If an elected master is disqualified 6 times, then it enters into a too many disqualifies mode and stops responding to election requests for that package. P2PEnabled and SpecialNetShare registry settings should be checked on the disqualified master, to see if they are different from the peer that has disqualified the master. The 1E Nomad Branch service must be restarted on the master if we want it to act as a peer and participate in the elections.
